I.  Profile of Textile and Garment Industry in Xinxiang City

新乡市纺织产业基础雄厚，特别是化纤、纺纱及织造三个环节的产业优势明显，曾是全国知名的38个轻纺城市之一。新乡市粘胶长丝产量居世界第一位，棉纱产量位居河南省第二位，纺织服装总体实力位于全省第三位，是河南省四大综合性纺织产业基地（郑州、南阳、新乡、周口）之一。

Xinxiang has a solid foundation in textile industry, and with special distinct advantages in three links of chemical fiber, spinning and weaving. It was once one of the 38 well-known textile cities in China, with output of viscose filament yarn in ranks first in the world, and the output of cotton yarn ranks second in Henan Province. Its overall strength in textiles and garments ranks third in the province. It is one of the four major comprehensive textile industry bases in Henan Province (Zhengzhou, Nanyang, Xinxiang, Zhoukou).

II. Introduction to Xinxiang Economic and Technological Development Zone and the textile and garment industry

新乡经济技术开发区始建于2003年，2012年被国务院认定为国家级经济技术开发区，开发区位于新乡市区东部，距主城区8.5公里，处于中原城市群郑州大都市区次级中心城市核心区和郑州航空港辐射核心区。

Xinxiang Economic and Technological Development Zone was founded in 2003. It was recognized as a national-level economic and technological development zone by the State Council in 2012. The development zone is located in the eastern part of Xinxiang City, 8.5 kilometers away from the main urban area. It is located in the core area of the secondary central city of Zhengzhou Metropolitan Area of Central Henan Urban Agglomeration and the radiation core area of Zhengzhou Airport Economy Zone.

辖区总面积50平方公里，建成区面积25平方公里，总人口11万，基础设施建设实现全部覆盖。按照产城融合、集约发展的原则，形成了工业生产、生活居住、商务办公、职业教育、现代物流五大功能板块。

The total area of the administrative region is 50 square kilometers with built-up area of 25 square kilometers and total population of 110,000. The infrastructure construction is fully covered. In accordance with the principle of City-Industry Integration and intensive development, the five functional sectors of industrial production, living and housing, business, vocational education and modern logistics have been formed.

目前新乡经开区绿色纤维纺织服装产业产能情况如下:化学纤维31万吨(其中新溶剂法绿色纤维9万吨、纤维素长丝10万吨、氨纶12万吨）、纺纱10万锭、机织印染1.4亿米、服装1090万件。粘胶长丝产能世界第一。

Currently, the production capacity of the green fiber textile and garment industry in Xinxiang Economic and Technological Development Zone is as follows: 310,000 tons of chemical fiber (including 90,000 tons of solvent-spun cellulose fiber, 100,000 tons of cellulose filament, 120,000 tons of spandex) 100,000 spindles in spinning, 140 million meters of woven printing and dyeing, 10.9 million pieces of clothing. The production capacity of viscose filament yarn in Xinxiang ranks first in the world.

按照“专业园区－龙头企业－重大项目－产业链”的发展思路，重点培育中纺院绿色纤维股份公司、新乡化纤股份有限公司，以龙头纺织原料生产供应和研发优势引领，重点发展绿色纤维、高端纺纱、高档面料、品牌服饰等，打造纺织服装行业全产业链。园区另入驻有护神特种织物、景弘印染、飞鹭冷转移印花等20多家纺织企业，已初步形成“人造纤维—纺纱—织造—印染—服装”产业链，产业聚集效应日益凸显。

Based on the development ideas of “professional park - leading enterprises - major projects - industrial chains”, the area focuses on cultivating and developing China Textile Academy Green Fibre Co., Ltd., Xinxiang Chemical Fiber Co., Ltd.. At the same time, leading by the advantages of production, supply and R&D of textile raw materials, it also focuses on the development of green fiber, high-end spinning, high-grade fabrics, and branded garments and so on to create a full industrial chain of textile and garment industry. There are more than 20 textile enterprises in the park, including Hushen Special Fabric, Jinghong Printing and Dyeing, and Feilu Cold Transfer Printing. The industrial chain of "man-made fiber-spinning-weaving-printing and dyeing-clothing" has been initially formed, and the industrial clustering effect has become increasingly prominent.

（一）新乡化纤股份有限公司

(I) Xinxiang Chemical Fiber Co., Ltd.

新乡化纤股份有限公司系白鹭投资集团子公司，是我国生产纺织原料的大型国有企业。公司主要产品有纤维素长丝、纤维素短纤维、氨纶纤维共三大系列1000多个品种，商标为“白鹭”牌，近年来，公司相继研制出了光致变色纤维、储能纤维、芦荟纤维等几十个品种的功能性纤维，申请国家专利50多项。

Xinxiang Chemical Fiber Co., Ltd., a subsidiary of Bailu Investment Group, is a large state-owned enterprise that produces textile raw materials in China. The company’s main products include three series of cellulose filament, cellulose staple fiber and spandex fiber, with more than 1,000 varieties. The trademark of its products is "Bailu". In recent years, the company has developed dozens of varieties of functional fibers such as, photochromic fiber, energy storage fiber, and aloe fiber, and applied for more than 50 national patents.

公司目前化学纤维年产能22万吨，其中纤维素长丝10万吨（世界排名第一位）；氨纶12万吨（全国排名第二位）。粘胶长丝出口三分之一以上，出口量占全国同类产品的35%以上。

Currently, the annual production capacity of the company in chemical fibers is 220,000 tons, including 100,000 tons of cellulose filaments (ranking first in the world), and 120,000 tons of spandex (ranking second in China). More than one-third of viscose filament yarn was exported, of which accounts for more than 35% of the national similar products.

特色产品：公司研发的光致变色再生纤维素纤维（即幻彩丝）已注册商标“BLsuncolor”，入选中国流行趋势十大品牌产品。该产品在太阳光或紫外光等的照射下颜色会发生变化，当光线消失之后又会可逆地变回原来的颜色，以此为基础可制得多种光敏纤维制品，如绣花丝绒、针织纱、机织纱等，用于装饰皮革、运动鞋、毛衣等，受到人们的广泛喜爱。

Featured products: The photochromic regenerated cellulose fiber (i.e. Magic Color Silk) developed by the company has registered the trademark "BLsuncolor" and is selected as a Top 10 brand that leading the tread of fashion in China. The color of the product will change under sunlight or UV light and will reversibly change back to the original color when light disappears. Based on this, a variety of photosensitive fiber products can be made such as, embroidery velvet, knitting yarn, weaving yarn, etc. These fibers can be used to decorate leather, sports shoes, sweaters, etc., and are widely loved by people.

（二）中纺院绿色纤维股份公司

(II) China Textile Academy Green Fibre Co., Ltd.

中纺院绿色纤维股份公司由中国纺织科学研究院控股设立，是国内首家利用自有完全知识产权实现“Lyocell纤维”规模化生产的企业，其生产的“Lyocell纤维”是以NMMO为溶剂，工艺绿色环保、原材料资源可再生，设备全部实现国产化，是全国第一套，属国内唯一，其生产工艺突破了多项高难度技术，生产过程中不经化学反应，溶剂回收率可达99%以上，真正实现了清洁和环保生产。

China Textile Academy Green Fibre Co., Ltd. was established and held by China Textile Academy. It is the first domestic enterprise to realize the large-scale production of "Lyocell fiber" with its own complete intellectual property rights. The "Lyocell fiber" produced by it uses NMMO as the solvent, and adopts green technology and renewable raw materials. All production equipment is domestically produced, which is the first and only domestic production equipment in China. Its production process has broken through a number of difficult technologies, and the solvent recovery rate can reach more than 99% without chemical reaction during the production process, which truly realizes clean and environmentally friendly production.

目前一期和二期年产3万吨新溶剂法纤维素项目已投产，二期年产6万吨绿色纤维项目预计2020年底投产。项目最终将扩展至年产30万吨的规模，届时产值可达60亿元。

At present, the first and second phases of the solvent-spun cellulose fiber project with an annual output of 30,000 tons have been put into operation, and the second-phase of green fiber project with an annual output of 60,000 tons is expected to be put into operation by the end of 2020. The project will eventually be expanded to an annual output of 300,000 tons, with an output value of RMB 6 billion by then.

产品应用：1、非织造产品。如湿巾、面膜、棉柔巾、一次性用品等；2、家纺类产品。如件套、窗帘、毯子、毛巾、桌布等；3、服装系列。如针织服饰、梭织衬衫等。

(III) Xinxiang Feilu Textile Technology Co., Ltd.

新乡市飞鹭纺织科技有限公司母公司长胜集团是我国纺织品冷转移印花技术的开创者与引领者，获国内外专利62项，打破了欧洲在全球冷转移印花领域的垄断。

Changsheng Group, the parent company of Xinxiang Feilu Textile Technology Co., Ltd., is the pioneer and leader of China’s textile cold transfer printing technology, and has obtained 62 domestic and foreign patents, breaking the monopoly of European countries in the global cold transfer printing field.

冷转移相比传统印花优势：1.简化印花工序，市场反应快速。2.提高产品附加价值，使纺织印花效果达到数码印刷色彩质量。3.印花工艺绿色环保，可实现95%的染料高转移率及95%的固色率，节省染料用量40%，节省用水量2/3，排放水回用率达92%，常温转印和固色节省能源65%。

Compared with traditional printing, the cold transfer printing technology has the following advantages: 1. With simplified printing process, and quick market response. 2. The added value of the product has been improved, so that the textile printing effect can reach the digital printing color quality. 3. The printing process is green and environmentally friendly, with 95% high dye transfer rate and 95% fixation rate can be reached, and 40% dye consumption and 2/3 water can be saved, and recovery rate of discharge water up to 92%, and 65% energy saved for normal temperature transfer printing and fixation.

（四）新乡市护神特种织物有限公司

(IV) Xinxiang Hushen Special Fabric Co., Ltd.

新乡市护神特种织物有限公司拥有国内一流的印染线6条，阻燃面料生产线2条及多功能检测实验室，年生产多功能性特种防护面料和普通印染服装面料达6000万米，是国内大型特种服装面料生产基地，也是全国棉、化纤精加工50强企业。

Xinxiang Hushen Special Fabric Co., Ltd. has 6 domestic first-class printing and dyeing lines, 2 flame-retardant fabric production lines and a multifunctional testing laboratory, with annual production of multifunctional special protective fabrics and ordinary printing and dyeing clothing fabrics of 60 million meters. It is a large-scale domestic production base of special clothing fabrics, and is also one of the top 50 enterprises in finishing of cotton and chemical fiber.

特色产品：公司生产的抗油拒水、防酸碱、防静电、阻燃、吸湿排汗等特种防护服装面料被国家知识产权局授予产品专利权，填补了我国该项领域的空白。

Featured products: The special protective clothing fabrics with features such as, oil- and water-repellent, acid and alkali resistant, anti-static, flame-retardant, moisture absorption and sweat releasing that produced by the company have been granted product patent rights by the State Intellectual Property Office, and filling the gap in the field in China.

二、平台支撑

IV. Platform support

（一）河南服装出口基地

(I) Garment Export Base of Henan Province

河南服装出口基地项目总占地约717亩，包括标准化厂房和定制厂区两部分。其中一期标准厂房区域253亩，建设内容包括20栋标准厂房（20万平方米，每栋1万平米）、3栋宿舍楼、1栋办公楼及相关商业配套。目前20栋标准厂房及3栋宿舍楼主体已完成正在装修，其中2栋厂房已交付使用，预计2020年底可全部交付使用。

Henan Garment Export Base covers a total area of about 717 mu, including two parts, a standardized factory building area and a customized factory area. The first phase of standard factory building area is 253 mu, including 20 standard factory buildings (200,000 square meters, 10,000 square meters each), 3 dormitory buildings, 1 office building and related commercial facilities. At present, the main bodies of the 20 standard factory buildings and 3 dormitory buildings have been completed and are being renovated, of which 2 factory buildings have been delivered for use, and all of them are expected to be delivered for use by the end of 2020.

二期定制厂房区占地464亩，定制厂房面积从40亩到80亩不等。规划有厂房、办公、宿舍相关配套，未来可根据厂家要求灵活增减调配，满足厂家个性化需求，纺织服装企业可实现“拎包入驻”，并享受专业的多元化、一站式服务。

The second phase of customized factory area covers an area of 464 mu, with areas of customized buildings ranges from 40 mu to 80 mu. There are factory buildings, offices, dormitories and related supporting facilities. In the future, its facilities can be flexibly increased or decreased according to the requirements of manufacturers to meet the individual needs of manufacturers. （二）中国纺织科学院中原分院

(II) China Textile Academy, Central Plain Branch

中国纺织科学院中原分院是以开展公益性研究和服务的非营利性事业单位。依托中纺院的技术及行业资源，有效开展纺纱应用相关技术研究，成立国内首个莱赛尔纤维纺纱技术创新中心，通过与国际上顶级纺纱领域设备供应商瑞士立达集团、德国特吕集团等共建纺纱技术创新中心形成纺纱技术应用开发能力，有力支撑以中纺院绿纤公司为代表的绿纤产业园发展。

China Textile Academy (CTA), Central Plain Branch is a non-profit institution that conducts public welfare research and services. Relying on the technology and industry resources of the CTA, it has effectively carried out researches on spinning applications and jointly established the first domestic Lyocell fiber spinning technology innovation center with the top international spinning equipment supplier Swiss Rieter Group, Germany Trutzschler Group and other companies to form spinning technology application development capabilities, and strongly support the development of the Green Fiber Industrial Park represented by CTA Green Fiber Company.

（三）新乡天铠特种防护服研究院

(III) Xinxiang Tiankai Special Protective Clothing Academy

新乡天铠特种防护服研究院由合肥高新区太空科技研究中心与新乡经济技术开发区合作成立，研究院致力于先进个体防护系统技术设计研发、推广、技术服务及产业发展。研究院充分发挥在航天技术宇航服多方面技术积累，联合中国载人航天工程及国内相关领域专家学者，致力于中国载人航天科技成果的应用推广，将载人航天技术真正应用到保障大众健康安全和高效工作中。

Xinxiang Tiankai Special Protective Clothing Academy was jointly established by Space Science and Technology Center (Hefei) and Xinxiang Economic and Technological Development Zone.
